Eligibility conditions (all components) 

  • Candidates must meet all eligibility conditions at the competition closing time, namely, November 1, 2023.
  • Candidatescannot be a Canadian citizen or a permanent resident of Canada.
  • Candidates cannot have applied for permanent resident status under Canadian immigration law.
  • Candidates cannot have already received a Merit Scholarship for Foreign Students from Fonds de recherche du Québec - Nature et technologies (FRQNT), Fonds de recherche du Québec - Société et culture (FRQSC).
  • The cumulative average of the candidate must be equivalent to 3.5/4.3 (if applicable, attach a document explaining the equivalence of marks in your country)

Specific conditions for candidates at master level

  • Only "research" type master's programs are eligible. To be considered “research” type, a master’s program must lead to the writing of a research thesis (note that an essay, a research report, a dissertation or an article are not accepted). Professional-type master's programs are not eligible.
  • Candidates are eligible for master merit program scholarships from MEES in the first six sessions of their master studies. All master sessions, funded or unfunded, completed before the scholarship takes effect, are used in calculating the eligibility period. Semesters already completed in another MSc program are accounted for in the 6 semesters.
  • To submit an application, you must have been registered for a maximum of 3 full-time sessions (1 year) or less in the master's program before May 1, 2024.

Specific conditions for candidates at doctoral level

  • Double doctoral degree programs (cotutelles) are not admissible.
  • Candidates are eligible for doctoral merit program scholarships from MEES in the first nine sessions of their doctoral studies. All doctoral sessions, funded or unfunded, completed before the scholarship takes effect, are used in calculating the eligibility period. Semesters already completed in another Phd program are accounted for in the 9 semesters.
  • A candidate admitted into a doctoral program straight from a bachelor’s program and one who fast tracks into a doctoral program without writing a thesis must apply to the PhD scholarships competition to obtain the scholarship during the 3rd, 4th, and 5th years of their graduate studies (sessions 7th  to 15th).
  • The maximum duration of the scholarship is three years (nine sessions), with a possible extension of up to 12 months.
  • Québec-Wallonie scholarship applicants must have studied in a French-language university institution in Belgium at the time they are granted their scholarship.

Specific conditions for candidates at the postdoctoral level

  • Postdoctoral fellowship scholarships are intended for researchers who obtained their degree no more than two years before the deadline for the competition or who submitted their dissertation by January 2024 at the latest. 
  • Postdoctoral research must be conducted in an institution other than the one that granted the Doctorate. The applicant’s doctoral supervisors and co-supervisors may not act as his/her postdoctoral supervisor, even if they have changed institutions.
  • The duration of this scholarship is one year. This scholarship is not renewable. A scholarship of lesser duration can be granted if the duration of the research is less than 12 months. 

Specific conditions for candidates for short-term research or professional development component

  • Short-term research or professional development scholarships are intended for technical and university students (option A) or researchers who have completed a doctorate no more than five years before the deadline for the competition (option B).
  • The research of professional development must be conducted in an institution other than the one at which the applicant is enrolled.
  • The duration of this scholarship is four months. The scholarship is not renewable. A scholarship of lesser duration can be granted if the duration of the research is less than four months. 
  • Québec-Wallonie scholarship applicants must have studied in a French-language institution in Belgium at the time they are granted their scholarship.
