The eleventh ISECS Congress took place on 3-10 August 2003 at the University of California, Los Angeles (UCLA). It was hosted by UCLA and the American Society for Eighteenth-Century Studies.

The Congress was interdisciplinary, with a special focus on the theme of the global eighteenth century, placing the Enlightenment within a larger perspective. Included in the Congress was a film festival, "Filming the Eighteenth Century." The festival dealt with the issues of representing the eighteenth century in motion pictures.
